Acquire a buffer large enough to hold min_size bytes.
The returned PooledBuffer tracks its size class and will return
itself to the pool when dropped.
If min_size exceeds the largest size class (1 MB), a fresh allocation
is issued on every call and the buffer is not pooled on release. In
this case misses is incremented.
