A validated eager-refresh threshold: a fraction strictly between 0 and 1.

A threshold of 0.8 means “once 80% of the entry’s duration has elapsed, kick off a non-blocking background refresh”. Values outside the open interval (0, 1) are rejected (returning None) rather than silently clamped, matching FusionCache’s coercion of out-of-range values to “disabled”.
