Points the client at another address, such as a local server. It must be https; http is accepted only for localhost, 127.0.0.0/8 and ::1, and any other makes every call answer Error::InsecureBaseUrl before anything is sent.

How long a call may take; 30 seconds by default.

Sends the requests through transport.
