Struct AwakeInstant 

pub struct AwakeInstant(/* private fields */);

A point on a clock that stops while the system sleeps, so stall checks ignore suspend.

std::time::Instant already stops during sleep on Linux and macOS; on Windows this reads QueryUnbiasedInterruptTimePrecise (100 ns units).
