Cargo links whichever FFmpeg pkg-config finds, and a system build offers different encoders than the release. Besides the version, the configuration must match the SDK’s manifest.toml: no GPL, nonfree or version 3 code, exactly the required external --enable-lib* codecs, and --disable-autodetect.
