An immutable view of a compressed sparse matrix.
This provides efficient read-only access to sparse matrix data without allocation. Views can be created from both mutable and immutable matrices and are useful for passing matrices to functions without transferring ownership.
The view has the same format capabilities as CsMatrix - it can represent
both CSR and CSC formats depending on how it’s created.
