Interval constructor functions — ported from C++ function/interval/.

Each takes INT64 and returns INTERVAL:

TO_YEARS(n) → months = n * 12
TO_MONTHS(n) → months = n
TO_DAYS(n) → days = n
TO_HOURS(n) → micros = n * 3_600_000_000
TO_MINUTES(n) → micros = n * 60_000_000
TO_SECONDS(n) → micros = n * 1_000_000
TO_MILLISECONDS(n) → micros = n * 1000
TO_MICROSECONDS(n) → micros = n
