A single neutral intervention primitive, independent of any command payload.
The discriminant an InterventionCapabilities advertises and the primitive each
InterventionKind belongs to. Modelled as its own enum (rather than five booleans) so the
capability set is an explicit set of primitives with no fixed-width shape to grow.
