Quota-threshold desktop notifications. On by default at 97%: the bar’s whole job is to make an exhausted window visible before a request fails, and a notification is that signal for a window you are not looking at.

Percentage of a quota window at which a notification fires (1..=100; 100 means only an exhausted window notifies).
