Parse a provider value read back from the index. These columns are written from Provider::as_str, so a value this build cannot parse was written by a newer aise whose provider set is larger (a variant ships without a schema-generation bump). The message carries the recovery because only this decoder knows it: upgrading, never a reindex, which enumerates the same rows and fails identically. Callers must surface the failure rather than silently changing row ownership; the open path normally refuses such an index first (SchemaState::UnknownProviders).
