Static caller catalogue plus the real planner’s configured default semantic request.

The registry is borrowed from the process-wide cache. The configured request is produced by crate::service::MessageService::plan, so this DTO cannot drift into a second precedence resolver. Construction is independent of indexed result count and message bytes.
