Struct ModifyPayload

Payload wrapper for HookDecision::Modify. The wire shape is {"action":"modify","delta":{...}}, so the inner field is named delta rather than letting serde flatten the MemoryDelta fields onto the decision object — keeping the delta nested means future expansions (extra metadata, hook trace ids) won’t collide with MemoryDelta field names.
