Harness-side hook variant selectable via --hook <kind>. Today only Pretool is wired; future variants (e.g. PostToolUse, Stop) plug into the same dispatch shape.

Pretool

Claude Code’s PreToolUse hook. Routes every Bash / Edit / Write tool call through memory_check_agent_action so the substrate-rules engine can refuse or warn before the action dispatches.
