Fields

Recipient agent_id.

title: String

Subject (<= 200 chars).

payload: String

Message body.

priority: Option<i64>

Default 5; clamped 1..=10.

tier: Option<String>

Tier: short=6h, mid=7d (default), long=no expiry.

json: bool

Emit the raw JSON envelope.
