v0.7.x (issue #1174 PR1 — pm-v3.1 MCP tool name sweep): the five variants whose wire string ALSO appears as an MCP tool name reference the canonical tool_names const so the governance-op spelling cannot drift from the dispatch table. MemoryArchive is the lone exception: its wire string "memory_archive" is a governance op identifier covering the 4-tool archive family (list/purge/restore/stats); it is NOT itself an MCP tool name and therefore stays as a raw literal.
