The outcome of a governance check. Callers MAY execute on Allow, MUST reject on Deny, and SHOULD queue + return the pending_id on Pending.

Variants

Allow

Allowed; proceed with the action.

Deny(String)

Denied; surface the reason to the caller.

Pending(String)

Queued for approval; the caller receives the new pending_id.
