Only the data export carries this (Constitution Art. II § 5: the export is “complete … all data Agora holds about the agent”, and Agora does not hold data hostage). Every other agent-facing response hides tallies (Steward, 2026-10-04); a separate type keeps that removal enforced everywhere else, and tally_tests names this as the single exception.
