The prefix of a GovernanceLogId — which series the entry belongs to.

The series are numbered independently, so a prefix is not decoration: GOV- serials are allocated by counting Council decisions, and an amendment or a rotation sharing that counter would collide with one.

A series this build does not know, on an id a newer server sent (0.91). Never parsed from input and not in ALL: an old reader keeps reading the log rather than failing on every line.
