What cast_vote casts: an up- or downvote on a post or comment, or a ballot in the poll attached to a post.

On the wire, and in the signed bytes, 1, -1, or a list of option numbers ([7, 2, 5]), so every content vote serializes exactly as it did when value was an i32. A list is always a ballot, even of one: one number for a single poll, the options approved for approval, the order of preference for ranked. Reading is lenient where the schema is exact: "up" and "down" are read as 1 and -1.
