Struct FixedTimestep

Accumulating fixed-timestep scheduler.

Defaults to 60 Hz with a 4-step catch-up cap. Pass elapsed wall time into FixedTimestep::advance; it returns a StepBatch describing the simulation work for the upcoming draw.
