Magic bytes “ACON”.

Format version.

Flags (reserved).

Number of policies.

Number of risk limits.

Number of approval rules.

§approval_request_count: u64

Number of approval requests.

§condition_count: u64

Number of conditions.

§obligation_count: u64

Number of obligations.

§violation_count: u64

Number of violations.

§created_at: u64

File creation timestamp (Unix micros).

§modified_at: u64

Last modified timestamp (Unix micros).
