Crate agent_runtime_definition_builder 

Ergonomic, implementation-independent builders for Runtime Agent definitions.

This crate owns authoring conveniences only. It may assemble public Extension API values, but it must never load Runtime deployment settings, create Agent Infra clients, or start network listeners.
