Replace the writer factory used by this layer.
The factory is serialized behind a shared lock, so ordinary tracing and
StructuredLogHandle writes use the same sink in call order. Handles
taken before this call follow the new writer too: they share one cell
rather than a snapshot, so the two cannot end up addressing different
streams depending on the order the layer was configured in.
