Performs Singular Value Decomposition

Uses the Golub-Reinsch algorithm for SVD computation

  • matrix - An m×n matrix
  • tolerance - Convergence tolerance
  • max_iterations - Maximum iterations for convergence

SVD decomposition containing U, Σ, and V^T
