Which throttles are active. Unlike AuthConfig this is on by default: an operator who never calls configure still gets protected endpoints.

§login: Option<Limit>

Failed password attempts per account. None allows unlimited guessing.

§mfa: Option<Limit>

Failed second-factor attempts per account. None makes a 6-digit code brute-forceable.
