Pure timeout classifier for observability.
The TimeoutClassifier provides side-effect free timeout classification
based on elapsed execution time. It is used to inspect execution duration
relative to configured timeouts without performing any enforcement actions.

- Classification is purely observational - no side effects or state changes.
- Given
(timeout_secs, elapsed), classification is deterministic.
