The host’s answer.

An enum rather than a result because refusal is an ordinary outcome, not a failure: the component is expected to branch on deny, skip the action and return a useful tool error. Every reason for refusal collapses to deny on purpose — an undeclared class, a denied grant, a human answering no, and a host with no way to ask all produce the same value, so a component cannot probe the operator’s policy by varying its requests.
