Scale every note in one voice across an inclusive measure range.

Tuplets preserve their actual-notes:normal-notes ratio, so their written and performed durations change by the same factor. Underfilled scaled measures receive explicit trailing rests; overflow rejects the complete command before any score or history mutation.
