Move the primary voice from compatible staves into voices of one staff.

source_staves is ordered: its position becomes the destination voice index. It must contain target_staff exactly once and contain two to four staves. Every source secondary voice must be empty; this makes the operation lossless and gives a deterministic conflict policy.
