Why a notify backend failed to deliver, and whether asking again could help.
The retryable half is what NotifyJob turns into
JobOutcome::Retry or
JobOutcome::Failed, so the distinction
has to be drawn where the failure happens rather than guessed from a string
afterwards. The default — NotifyError::new — is retryable, because
most of these are transport; a backend that knows better says so with
NotifyError::permanent.
