Revokes, at the backend that issued it, a certificate somebody asked to
revoke from a process holding no backend — revokeCert in the acme role,
the panel in the admin role, the host CLI — for a relay or custom
profile, whose revocation is a call to an upstream CA or a script.
One handler over every profile, the RelayJob shape: a row names its
order, the order names its profile, and the profile names the backend.
