Typed Boot queue policy applied to every task dispatched by one manager.

Caller-assigned job IDs remain per-submission values and are therefore set through BootFlowTaskManager::enqueue_with_options. This policy owns the settings that are safe to share across scheduler dispatches: retry, execution timeout, stalled-job tolerance, terminal record cleanup, and logical-target deduplication.
