All fields default to None, meaning “no limit” or “use the handler/store
default”. Use the builder pattern for ergonomic
construction.

executor_timeout: Option<Duration>Executor timeout override. None = use handler default.
event_queue_capacity: Option<usize>Maximum event queue capacity per stream. None = use handler default.
max_stored_tasks: Option<usize>Maximum tasks stored. None = use store default.
rate_limit_rps: Option<u32>Rate limit (requests per second). None = no tenant-level rate limit.
