Struct MetricsHandle 

pub struct MetricsHandle(/* private fields */);

A shareable Metrics a store can hold, and discard into by default.

The task stores all #[derive(Debug)] and dyn Metrics does not implement it, so this wrapper carries the Debug rather than six hand-written impls each of which is a chance to forget a field.

Default is NoopMetrics, so a store built the way every existing caller builds one keeps working. with_metrics, which every task store in this crate has, is how an operator opts in.

Wraps an already-shared metrics implementation, so a process with one exporter hands the same one to every store.
