Native HEVC/H.265 decoding with platform acceleration and a dependency-free software fallback.
The software decoder is portable and also builds for wasm32, where it is the browser’s
fallback when WebCodecs cannot decode a track (issue #504); the platform backends and the
encoder’s public factory stay native-only.
