No function of this name exists in Src/parse.c. This helper stands in
for a parse-only entry point that seeds the option defaults the lexer
reads. C gets those from install_emulation_defaults (Src/options.c) at
startup and its parser only READS options; init_parse (c:509) and
init_parse_status (c:491) are the real C initialisers and are ported
separately.
Initialize parser state for a fresh parse of input.
Free-fn entry point — resets parser thread_locals and loads input.
