Port of parse_context_save() from Src/parse.c:295 — C signature parse_context_save(struct parse_stack *ps, int toplevel).
Snapshots the lexer-side file-statics plus the pending heredoc list,
plus the wordcode-buffer state (ecbuf, ecstrs, ecused, …).
Saves Rust-only recursion counters too so nested parses get fresh limits.
WARNING: param names don’t match C — Rust=(ps) vs C=(ps, toplevel)
