Port of load_dump_header() from Src/parse.c:3258 — C decl load_dump_header(char *nam, char *name, int err).
Opens the file, reads + validates the magic
and version, then slurps the full header table into memory.
Returns the header u32-array on success or None on any failure
(emitting C-shaped warnings when err != 0).
