No C counterpart: OnceLock accessor for the C global
mod_export HashTable paramtab, realparamtab; (Src/params.c:515). C names the
global directly; Rust needs a function to lazily construct the RwLock.
Accessor for the global paramtab (Src/params.c:515).
Mirrors C’s paramtab->... dereference by handing back the
inner RwLock; callers .read() for lookups and .write() for
mutation, operating on the HashMap<String, Param> directly.
