No C counterpart: reader for the C global static Param foundparam
(Src/params.c:640). C dereferences the global directly; Rust needs an
accessor because the store is a OnceLock<Mutex<Option<String>>>.
Read foundparam. Returns the last param name observed by
scanparamvals; cleared by callers after consumption.
