Resolves the shell binary to launch for interactive sessions.
The value of SHELL is used when it names one of [TRUSTED_SHELLS],
otherwise the platform default is returned. Only the file name is
inspected: an absolute path such as /bin/zsh is fine, but
/tmp/evil/payload is not a shell and must never be executed.

This function currently cannot fail; the Result is kept so callers can
treat shell resolution as fallible if the trusted set ever needs to load
from configuration.
