Set the process-wide default resolver lookahead, in bytes, for every resolve started AFTER this call (an explicit crate::arms::ENV_RESOLVE_LOOKAHEAD_BYTES still wins). 0 restores DEFAULT_LOOKAHEAD_BYTES. The twin of crate::arms::set_graph_cache_default — see set_resolve_workers_default for the measurement the pair is for.
