Set the process-wide default explode budget for every store opened AFTER this call
(an explicit crate::arms::ENV_EXPLODE_BUDGET still wins). None restores the
filesystem-derived default_budget. The twin of
crate::arms::set_graph_cache_default, for an embedder that learns its role at runtime
and cannot set the environment — edition 2024 makes set_var unsafe, and gunnar forbids
unsafe — such as gunnar’s twin, which caps the pool at 16 MiB so a later policy change
cannot walk back over its measured memory bound.
