How full the filesystem holding dir is, in percent, the way df counts
it: used / (used + available to an unprivileged writer). None when
statvfs has no answer — and then the disk line does nothing, because a
reading that did not happen is not a full disk.
Pure: the latched pressure after a reading of used % against line %.
It trips at used >= line and releases only at
used < line - DISK_LINE_HYSTERESIS_PERCENT; in between it keeps was.
