Set the process-wide default of the graph cache for every store opened AFTER this call
(an explicit ENV_GRAPH_CACHE still wins). For an embedder that learns its role at runtime
and cannot set the environment — edition 2024 makes set_var unsafe, and gunnar forbids
unsafe — such as gunnar’s twin, which holds packs and serves no reads.
It has four siblings (0.1.5), one per remaining token such an embedder needs:
crate::set_explode_default, crate::set_explode_budget_default,
crate::set_resolve_workers_default and crate::set_resolve_lookahead_default. All
five keep this same precedence rule, and tests/twin_runtime_limits_env_wins.rs asserts it
of all five at once so the rule cannot drift apart between them.
