codec without the types in excluded, and with what the types in also_reaching reach.

For a model whose declarations of some types are provided elsewhere — DDS-RPC 1.0 §7.5.1.1.1’s common types come with the runtime — and whose request and reply types (§7.3.1.4) are encoded by a hand of the RPC binding that writes the header the runtime’s way.
