decls without the routines entry does not reach.
For a probe that calls one routine of a codec it generated whole —
the KeyHash harness calls the key holder and nothing else. Every
generated routine is static, and the probe is compiled with
-Wall -Werror, so a routine nothing calls is an error; pruning it
keeps that warning sharp instead of silencing it, which is what the C
column’s harness does for the same reason. A declaration that is not
a function — a type, a constant — is kept.
