The whole file and not a list of declarations: which imports the preamble needs and which markers the annotations are written in terms of are part of what this column decides, and a caller assembling them separately would be a second place where they are decided.

Errors

MaterialiseError when a value the output has to state does not evaluate, a type has no Python shape, or two declarations would take one name in one scope — never a silently dropped declaration.
