Build the Lua module a rule application produced.
The whole file and not a list of statements: the local the chunk
builds, the registry every descriptor lands in, the load-time
resolution and the return are all part of what this column decides,
and a caller assembling them separately would be a second place where
they are decided.
§Errors
MaterialiseError when a value the output has to state does not
evaluate, a type has no Lua form, or two declarations reach one Lua
path — never a silently dropped declaration.
