Build the Java declarations a rule application produced.

One element: the outer class, with everything nested inside it. See the module documentation for why it is one and not many.

Errors

MaterialiseError when a value the output has to state does not evaluate, a type has no Java shape, or a generated name would collide with the class it nests in — never a silently dropped declaration.
